The year 2021 has been tumultuous for horse racing. As controversies have raged across the industry, the debate has not always been confined to racing boards.

Here is a look at some of 2021’s most important legislation that affected racing.

Horseracing Integrity and Safety Act

Although it was passed in 2020 and will not be implemented until July 2022, the biggest legislative stories of the year came from HISA. The bill has been controversial for horsemen, who have bristled at its lack of a mechanism to pay for its reforms and who oppose some of its proposed rules.

The proposed regulations were unveiled in their original form Nov. 11 but since have been updated, largely without any public notice of the changes.
